Try out all the suggestions given at the top.
Even then if it does not work then you have to change the mouse port because you find the mouse cursor jumping sometimes when the port is not alright

If you are using an external mouse, turn it over, take the ball out of the mouse, and clean the gunk built up on the little wheels (or bars) inside the mouse.
If it is a laptop with a touchpad, reduce the sensitivity of the touchpad. Control Panel > Mouse. You should have a setting in there for the touchpad
If it is a laptop with one of the "eraser" mice located in the keypad, you have a short in the mouse and it needs to be looked at by a pro.
Since it is a computer PC, you should have whoever supports the company PCs look at it.

If u have Optical Mouse
Dont use Mouse pads of having plastic coating... This plastic reflects the cursor..
For best performance use Paper Sheets/Cloths

Check for gunk on the wheels on the roller ball. Better yet, ask for a optical mouse.

1 open ur mouse from bottem and clean the rollers.
2 may be ur mobile is near ur mouse and it happens when signals are comming

Are you using a new mousemat? We were given a Little Britain 'computer says no' mat, and it caused exactly these symptoms. We thought it was very funny.

its probally one of ure pals put a trojan horse on ure pc and they are now in control of ure pc remotely.
so they are just doing that to annoying you while having fun.
