Once an account is deleted, you can not recover it. However if you wait 90 days, Yahoo will make that ID available again on a first come first served basis. So you will want to check regularly to see when it is available again.
Or just create a new one that is one character different. Like adding a "1" on the end.

Just try logging in to your old account normally, see what is the message you are getting. Depending on the response you can contact yahoo help.

After a certain length of time, you can. So you just have to wait.
Also, change your name a bit if necessary. add a "1" after your old name .
