That is how I define problems. After all, that someone is standing on my foot has a solution, but it is still a problem, so (3) is out.
Think of someone in history who wanted to know how to acheive something important, and ended up doing it.
That was a real problem, it had a solution, therefore (2) is false also.

1. Every problem has a solution, reguardless of wheather it's "Real" or not. If it wasn't a problem there wouldn't be a solution. The solution isn't allways better than the problem and often harder than just tollerating the problem but that's really semantical.
