No. as you know the gravity is related to a force between two mass and this force is always a positive force.(there is an attraction force between two mass).
if some one say that it is possible, may be there is another force that seems to be a gravity, but really it is not gravity and it is another kind of force.

If by negative gravity you mean floating without the froce of gravity, in theory, at the very center of the earth, there is an equal and opposite gravitational pull that will suspend any object (this would be if you could find a way to get to the center of the earth, and then you would most likely be ripped apart by the gravitional forces).

Well relative to us, yes. If you were to walk on the opposite side of the ground. (Inside the earth) It would be pulling in the other direction. But it's still technically a positive force.

Yes there is a place in Kenya where there is negative gravity. There is a slope where, if a coin is rolled, it will roll back upwards instead of down the slope.

there is no such place. at poles there is some variation but it is not negative. at core it is 0 not negative.
