Well it depend on whose interests you want to serve. What are and how do you define national priorities. The suggestions that have come are empty as they do not touch the basic questions as to why poverty/corruption/illiteracy etc.
Ours is a vast country and divided into many classes with conflicting interest. There can not be any thing like national interest unless you decide which side do you stand?
Unless you are clear on these terms, no agenda can be chalked out.

It should be truly Indian, i.e., with Indian values and heritage as its foundation.
It should be corruption free, i.e., the leaders should work for the welfare of the people, not to amass wealth by illegal means, as is being done all over the country.
It should be free of rowdy elements, i.e., no rowdy should be made a member of the party or should be given a ticket to contest for elections
It should be a party of the people, not of the family. Its leader should be elected by the members, not to be forced upon the party as is being done, by every party.
It should be truly democratic one. All the leaders should be above board and be responsible for the people and shall have good character and also of educated class. They should be above the petty politics of religion/caste/region/language etc. Countries welfare should be the top priority, not of the party.
And the last, but not the least, it should be for welfare of the people, not of the industrialists / rich. All action should be towards development of the country, all projects to be implemented within specified time. Education and Health care should be the priorities of the government.
Can you start a political party having all the qualities mentioned above?
Is it feasible/possible?

I would say things that your party should place as a priority is the following:
Economic Growth - It is simple more businesses, more work, more opportunities, more money, better standard of living, better society,
Social Welfare - If you are in power the government will need to be able to take care of the needy.
Education - The better children is education, the better chances of work, starting a business etc.
Infrastructure- Is there enough schools, clinics, water, electricity etc. If you don't have infrastructure the above can not happen.
Security- Enough police, good justice system, adequate jails, rehabilitation programs etc.

Well, you may get some useful ideas here, but still, if you are serious in your beginning, you should order a deep research held by political scientists, sociologists, economists and other specialists about what is going on in your country. Then you have to counsel a lot with experts and work out not only a program but a well-thought down-to-earth strategy.

Welfare of people is the top of all priorities....then u should seek to accelerate eco development which is on already on a good pace....Another imporTANT goal is security....important administrative building must be well secured...then pulic areas like buses , trains,airports to prevent terrorist attacks....Decrease military budget,India already hav a high militaty force....
