Why don't you plan it out with other friends.
Or if you want it on your own . . . you can surprise your friend on their house . . . give your friend a cake or anything that would be memorable or something that would worth it. Don't give flowers for it will just die with no use.
You can also invite your friend somewhere you can meet . . . then you can surprise your friend there! try also to be creative.
