In the brain there is a small "sensor" known as the pituitary gland.
It is constantly monitoring testosterone levels ( along with other hormones ). When levels are low it releases Gonatrophic Releasing Hormone to bring levels back up again.
GRH signals the testies to start producing more testosterone.

Drugs work via the pituitary axis to signal to the brain that testosterone levels are high enough, so that GRH is not released.

So you can lower testosterone by inhibiting the release of GRH.

One such drug is bicalutamide ( casodex ) and is used in prostate cancer to effectively chemically castrate.

"Bicalutamide is an anti androgen. It works in the body by preventing the actions of androgens (male hormones)".

Obviously removing the testes will reduce the level, but it can be a long time before the level reaches zero.
