If someone else accessed your e-mail account and downloaded or deleted your e-mail it's gone for good. If it's a web-based account, look in the trash folder but if that's empty there is no way to recover it.
Change your password! Passwords should be at least 8 characters long and should be a mix of upper case and lower case letters and numbers. The longer the better.

if hormail/yahoo/gmail... account then forget it, or try to hit this person
and if its special account like in companies or internet provider then call them and approve thats ur email and account
