It's pretty much the same situation today as it was back then. Artist (and this is not just w/ Hip Hop) given demands from Big Corp labels, and told what they can and can not say.
But because Hip Hop was considered a fad, Emcees were given the freedom to say whatever they wanted.
Most artist who refuse to meet demands of what major labels specically look for are pretty much part of the Underground. Groups worth checking, such as:

J-Live
The Roots
Blak Twang
Rodney P
Dead Prez
Paris
Outkast
Mos Def
Talib Kweli
Lone Catalyst
Scienz Of Life
Non Phixion
The Perceptionists

i'd say, today it doesnt have any meaning. in the early to mid nineties was the best. tupac, biggie, dre, snoop, and a lot of others set the bar that hasnt been pushed further...
my favorite artist back then was tupac
now its eminem. or snoop
