Use MS Outlook or somthing like incredimail.com and use both a Delivery Receipt and Read Receipt option while sending an email.

Generally all the Pop3 mails supports for Delivery receipt and read receipt of every message but user can reject to send read receipt, so might not get any notification.
There are ways to know it, so ppl who says there is no way to know it they are totally wrong.
Now don't ask what is Pop3 mail

If they didn't get your message , your mail server will send you a notification that's the message you sent to (....) didn't delivered and try to re-send it again .... that goes for most of the cases
