They aren't stupid!
Remember our 242 Marines blown up in Beirut by Hezbollah at the behest of Iran in 1983? Reagan didn't do a damn thing about it but cut and run!
Maybe they don't want their troops killed for a mess which is in a large part our fault! Bush could have called off Israel at any time, but he didn't! Then it got out of hand and Bush lost control! Story of his life!

Partially Europeans in general are not as quick on the trigger as the Americans and do not so easily expose their citizens to danger.
Moreover, your question is not entirely correct, since France is actually supposed to lead the peacekeeping force.

Main reason is the UN mandate on engagement. Troops are to patrol, but not use deadly force to stop any hostilities. They will be no more than crossing guards.

They don't want to get involved. Hesballa needs to be stopped, but it's more complicated than just sending peace keeping forces. There needs to be a permanent plan and thats requires a lot of resources.

It can start WW3. Imagine: European countries in the border, Israel starts attacking, Hezbollah defends. EU is immediately inside the war, and we don't want to be. This is not our war.
This is a war between Jews, Arabs and USA.
