The public is already aware of Terrorist threats - could you please post more detail about what you are talking about.
The many way these are done are the color codes that are broad cast throughout the major media outlets by the DHS. I would suggest you got check out the DHS website http://www.dhs.gov/dhspublic/ for more information on what is already being done to give yourself ideas.l

don't let the government censor what the public hears/sees/reads. This will give the people a real clue as to what is going on in the world and in our country.
