I read on Wikipedia his sister is an actress named Antonia. Other then that, I can't seem to find any information on him.

Prebbleman is simply one of those characters invented solely to 'screw' with Wikipedia. One of the inherent problems of building an internet reference site which depends on user update and maintenance is that spoof stories survive for a while until they are found out and removed. By the way he was supposedly from Russia not New Zealand. But I suppose your question has served its purpose!! :-)
