Spray soapy water on them, it will kill or repel most aphids or beetles that like to lunch on rosebuds.

Could be aphids, or white fly, or if in Australia, possums, for the first two, try spraying with a very strong garlic solution, non toxic, needs to be done regularly, if possums, well, prepare to spend your entire life living in the rosebed, and wacking them away.. LOL

Mine are usually chomped by Japanese beetles- knocking them into a bucket of soapy water every day is the least toxic way to get rid of them...

i also had the same prob. i lightly sprayed the plants with musquito or insect spray. now the flowers are Ok. It can also be due to lack of fertilizers that the flowers get distorted

Use Sevin Dust. It will run the little critter off.
