A cat o'nine tails was a flogging device used on sailors in the days of sailing ships as a punishment for misdemeanours. It had nine strips of leather attached to a handle. The sailor was tied to a 'grating' to be flogged on his bare back. 6 and they went back to work, 12 and they ended up in surgery more than this usually killed them.
The 'cat' was kept in a bag hence the phrase 'let the cat out of the bag'.
