Is it harmful to apply some powder over the sun block on my face?

Keep in mind that many sun block depend on reflection. By applying powder you will negate that effect at least a bit.

It is not harmful to apply powder on the sun block, beacuse powder created a safeguard layer between your skin and sun

no not at all. in fact you can put make up on top of your sun block.
