1. Your CPU is not your computer. The CPU is just one part of your computer.
2. This is not a specific person tracking your web surfing habits. It is spyware giving you a random pop up.
3. Download an install Spybot and Adaware. Install, update and run them. You will be free from spyware and intrusive pop ups

hi, other can track your computer with spyware. spyware is a disgusting and infamous virus. perhaps you can try Norton to remove the virus. but you need to pay for the software.
i also recommand you to use firefox with Google toolbar. firefox can disable all virus to run, because the virus can only run on IE.
besides, firefox can block any any poppus and disable any virus and adware, spyware on webpage, so, firefox is much safer than IE. as you know, most of the virus is spread throught internet and webpage.
firefox is much smaller than IE, so i run faster than IE.

its most likely just some stupid popup... make sure you have at least 2-3 anti spywares installed, up to date, and recently ran..
also, search yahoo for a port scanner (there are free ones) that will check the ports on your computer to tell you if youre secure from people 'hacking' into your computer or not...
