How do you move the guy in front of Cerulean Cave out of the way in order to get mewtwo?

Defeat the Elite Four. If I were you, I'd use Ultra Balls, because later you can get one of the Legendary Dogs, so you may want to use your Master Ball on the dog.

You have to beat the Elite Four. Then you have to travel to The Sevi Islands (Island one) and Fix the Machine that allows you to trade between FR/LG and Ruby and Saphire. The guy will move when you go back after you fix the machine.
PS: Use ultra balls to catch Mewtwo, you'll need the Master Ball for the legendary Dog.
