if you are looking for asp/asp.net/php hosting with cheap sqlserver. i'd look into using http://www.webhost4life.com/.

if you just need html and php. i used to use www.nearlyfreespeech.net.

webhost4life is cheap considering the competition and nearlyfreespeech is REALLY cheap (probably the cheapest i've seen)
