When I try to run the defragmenter or scan disc, I get a message that it has restarted 10 times because some program is running. I have to go to safe mode in order to run defragmenter or scan disc. Whatever it is, it must be somewhere in the startup files. Safe mode skips over the startup files.

go to start then click on run then type in msconfig this will tell you what is running and you can stop all that you want but some programs need to run on start up to work properly.

Its actually better to run in safe mode... But theres a program ironically called "Whats Running" that will bring up a list of all processes on your computer...

Press Alt+ Ctrl+Delete , the task manager window appears click on oprations to see what is running.

Your best bet is to use the excellent, and free, Process Explorer utility from SysInternals Software.

a simple ctrl + alt +delete will show you what applications are currently runing
