You have become a victim of spyware/adware.
It only installs itself when you allow it to. So you need to evaluate the way you surf the net and install from downloads.
If the software or site you're looking at is free, there's probably a catch. Many of these kinds of downloads embed advertising in their software for compensation to make it free. The downside is that it hides itself making removal difficult and steal CPU resources. So don't think the internet is a license to screw off and download everything you can in sight. You need to be picky, and only bother with the stuff you really need.
You can download programs like Spybot, Ad-Aware, or Microsoft's AntiSpyware, but if you're heavily infected, then it won't be much use. You might want to consider backing up personal data, formatting your hard drive, and reinstalling Windows from scratch. You'll be amazed at how fast things run afterwards...

Check out some spyware and adware programs to use on your computer. Some good ones are Spybot Search & Destroy and Spyware Blaster. You can do a search for spyware and adware and check out the sites and see what they have.

Youll want more than windows defender... I suggest several other programs like Super Anti Spy, Lavasoft Ad Aware, Avast Anti Virus... Plus, you may want more ram to be installed depending on how much you have...

If you are using Mozilla Firefox, configure it to block all pop-ups other than those you allow for a particular site that you access.
