I have a citric acid sample that is forming lumps but it has low moisture. what can be the reason for lumping? thanks

Yes and no.

Moisture is the main factor and any air has moisture in it. It is all about surface area. The more surface-area is exposed to air the more moisture it will attract. To a certain point the granules have extra exposed surface but as soon at the top layer is saturated and hardened into a crust it protects the powder layer below.
