why is it ncessary to create the libraries??

Genetic or expression libraries are created to allow for genetic screening with specific genes, or to sequence a whole organism's genes. For screening, a test is devised that let's you find a particular gene among the many present. Maybe you are looking for a gene for cancer resistance in human cells when you've already found that sort of gene in mouse cells. With a human library and a method to screen for genes similar to your mouse gene, you can discover a new human gene ( or a possible new function for a known human gene).

its not absolutely necessary: no technology is absolutely necessary. after all, we can go back to prehistoric technology if you want... we could survive that way.

but genomic and dna libraries are usefull for tracing some genetic diseases to the gene responsible for that. After the responsible genes have been found, it's easier to check whether or not you have that genetic disease. That kind of things.
