The connotation associated with the term is that the individuals who believe they are entitled to these goods and services have done nothing to deserve these benefits and expect to receive them regardless. It may be contrasted with a culture of merit.

People who think they are better than everyone simply because they have a great job or make more money that others. People who think their way is the correct way to live life and they want to go around shoving thier values down everyone's throats becasuse they think they know better than you how to live your life.
