She has even taken an antibiotic because of the possible sign of a UTI, but the symptoms didn't go away. Now the doctor says there is no sign of bacteria but symptoms persist........Anybody with an idea or experience with this?

if she finished the persription as directed the staph count (meaning the uti) may not be present but the walls of the urethra may still be swollen, that can still cause the pain during urination but not as bad. If it lasts for more than a week go see the Dr again or go to another Dr. and ask for a culture done, not just the dipstick. The culture will tell if there is any bacteria left there but it takes longer as it is incubated and grown on nutrient agar plates.

She should drink Cranberry juice everyday this should help, cranberry juice is good for the kidneys.
