Red Sovine (1917-1980), as others have said.
His father was a truck driver who died while Red was still young...hence the inspiration for the song.
Red had a heart attack while driving in 1980, crashed his van and then died from the complications.

He had a couple other moderate hits like Phantom 309, and Giddyup Go, but Teddy Bear was his biggest hit in 1976.
He recorded for MGM, Decca, and Starday Records.

He also had a radio show with Hank Williams in Shreveport, LA on KWKH called Louisiana Hayride.

Hope that helps.

Red Sovine. Its a old country tune. Limewire has it and might be able to get it on a greatest hits cd too on amazon.com. Good Luck!
