You will probably have to prep the area and then choose a good latex paint, but honestly I think you would be better off putting new laminate or tile on it instead. It will look much classier!

No offense but the first step would be "DON'T"
The bathroom counter top will endure as much abuse as a kitchen counter top, and I'd never paint any horizontal space that came in contact with food or water.
The least expensive laminate you can get, (formica) comes in beautiful colors, patterns, even textures, and takes very little real effort for a trades person to install. A DIY can install tile without much trouble,,, or deep skills. A new top, pre finished in any substance might be a bit more costly, but Paint is never something I'd do or advise.

remove all, all of existing paint or laquer with a course 60 - 80 grit paper, sand progresavly with 100 150 and 240 papers, (you have sanded enough with one grit when you cant see the scratches from the last), the apply a coat of a 2-pack laquer, sand again with 240 or 320 grit, and apply another 2-3 couts of the 2 pack. done. most hardwares supply a small 1L, 2 packs pollyurathane or simmilar laquer, read the instructions mix acuratlky, and only as much as you need, with a brush application use a new brush-youl have to either buy special thinners for cleaning or throw the brush away after use.... use a resparater... its not that hard..

I highly recommend against this. You cannot clean the counter top without the paint peeling off. You are better off replacing the counter top then to have an ugly counter top with peeling paint everywhere.

You don`t say what the top is made from, but be sure to sand it and clean it so the paint will stick. And since it is in a wet environment use a couple coats of good quality enamel paint, I like to use oil based enamel it has a harder finish.

You will need to clean, lightly sand, prime with Kilz or kilz 2. I forget which, then paint.
Seal it with a good sealer. This will not be as durable as a new counter top, but for a bathroom that has low use, it is a nice cheap alternative.

i would not recommend doing that but if you do, put down an enamel primer and seal all you can before you paint. latex will peel so do not use it. remember latex is a water base paint.... you need an oil base paint
