I don't know. But I can tell you that - in a sense - it is true. I have taught special ed for years. Even at the most rudimentary of functioning levels, males tend to be aggressive and self-oriented and females tend to use indirect methods of behavior (manipulative is only a negative term because of societal applications) to achieve their desired goals, and are far more aware of the dynamics of those around them.

Well, it could be a function of personality, regardless of sex.
Some people are just better or more accustomed to manipulating people...
However, women do tend to use relational aggression (silent treatment, ostracism, etc.) more than men, who tend to be more physically aggressive. That's a sort of manipulation.

everyone manipulates to get what they want to some degree....but beware of master manipulators...you can see them manipulating you but they please you at the same time so you just ignore it....people like that are only in it for themselves and will drop you in a second if they see someone else they want...they don't know the meaning of loyaty.
