I have two questions. The best answer won't necessarily answer both. In PoKeMoN FireRed/LeafGreen (I have LeafGreen),
a) Where does one find a Horsea? I've checked my PoKeDex and it says Cerulean City, Cinnabar Island coast, etc. but I can't find it with Surf, a Super Rod, or a Good Rod. b) Does Charizard learn Fire Blast naturally? If so, at what level? I don't want to use a TM if I don't need to.

Horsea can be found most places where there is water, but they are fairly uncommon even as widespread as they are. You'll have to Surf to encounter one, but patience is the real key.
Also, Charizard does not learn Fire Blast through level-up nor can it learn the move through breeding--you'll have to use a TM. Charizard does learn the move Blast Burn, however, if you take it to the lady on Cape Brink on Two Island. Blast Burn is the Fire-type equivalent to Hyper Beam.

a) it's there. u just have to b patient bcoz its uncommon
b) apparently not... u have 2 use TM38
