when dealing with muliplication/division of standard forms just put the numbers one side and the powers on the other.
so what you'll get is this:

1.8 x 10^-3 x 4.7 X 10^13
= (1.8 x 4.7) x (10^-3 x 10^13)

see how the numbers are one side and the powers are on the other??
now all you have to do is work the out and you'll have your answer:

= 8.46 x 10 ^10

easy as pie and so that you really understand, i'll show you how it'll be like if the question involves division instead of multipication:

1.8 x 10^-3 / 4.7 X 10^13
= (1.8 / 4.7) x (10^-3 / 10^13)

again, the numbers are all on one side and the powers on the other. it's just that instead of x its now /.

= 0.383 x 10^-16

Since the exponents are both on 10, you can just add them together.

1.8 × 4.7 × 10^(-3+13)
= 1.8 × 4.7 × 10^10
= 8.46 × 10^10
= 84,600,000,000

Should be written -1.8^3 x 4.7^13 = -8.46^16
