When there's too much people in one area that the natural resources could no longer support their needs and demands and at the same time be able to regenerate and sustain the productivity of the natural resource. In some areas, there are very few people (sparsely populated) while in others, like cities, there are too many (densely populated). Imagine a pastureland that has all of its weeds, grasses and even tree saplings gone due to too many grazing cows and you have a case of animal overpopulation.
