When there's too much people in one area that the natural resources could no longer support their needs and demands and at the same time be able to regenerate and sustain the productivity of the natural resource. In some areas, there are very few people (sparsely populated) while in others, like cities, there are too many (densely populated). Imagine a pastureland that has all of its weeds, grasses and even tree saplings gone due to too many grazing cows and you have a case of animal overpopulation.

Overpopulation is a state in which the human population of a given locale has grown to the point where other natural resources are being depleted in such a way that they cannot, without adjustments being made, recover.

Too many of anything in a given area to be supported by
that space and available resources..
Bees frequently move to new hives because of overpopulation..
Too many fish in a small pond for the available food supply...

too concentrated amounts of people
for a given amount of land,
that the resources (food, water, space)
would become insufficient eventually overtime
