i told the guy. he said its alright . he didnt make a move when i tried and why does he flirt. and he doesnt hang out like he use to before! why?

The thing that makes any person act foolish is insecurities and the only way you can get past that is to talk with him about it. He does owe you some since you already put your heart on the line telling him, now its time for him to tell you where he is coming from. If he doesn't then I'm sorry you might of wasted your time, but on the plus side you have the guts to talk to a person about how you really feel so maybe your better off without him.
