Just go to your supervisor, and tell him or her that you have received a better paying offer, but you would like to give your current company a chance to match the offer.
If they accept, good! However, if they don't match the offer, you will have to take the new job; don't decide to stay in your old position - once they know you are looking elsewhere, you won't get very far.

Inform them of the offer. Emphasize that you have enjoyed working with them, and you would like to stay there. Ask if they are able to match the other offer, or come any where close. If they say no, you need to be able to follow through with leaving. 30% more is a big jump for most companies. I think you will be out of luck with a match, but meeting in the middle might be possible.

Assuming your job offer is now solid, you have nothing to lose. Tell your current boss that you now have a job offer, but you are willing to continue working for him, if he can match the salary.
There is no need to beg. Just state the above and listen to what he has to say.
It is VERY important that before you do this, you KNOW the job offer is solid one. Once you open your mouth, there is no going back.

Tell them, that you've decided to take the other offer. Explain to them it's a doggy dog world, and money makes it go round. If they don't counter-offer, then you put in your notice. At least you'll know where you stand with them. Do you really want to be with a company that don't care if they lose you or not?

Explain that you would like to remain at the company but that with a 30% increase in the offing you will be unable to do that unless they would be prepared to match the amount.

Say, "I like working here, but my financial responsibilities are surpassing my income. I have been offered another job which will better suit my financial needs."
Then put in your 2 weeks notice, if they want you to stay, then they will know why you're leaving and maybe do something to get you to stay (such as a raise). Good luck!
