You can still trade after the July 31 deadline, but the player has to clear waivers. A team will actually put the player on waivers before trading him, and if no team claims him, then he can be traded. It's kind of rare for a contending team to be able to acquire someone this late, as other teams will try to block a trade by claiming a player so he does not clear waivers and is traded to a potential opponent.

Green had to clear waivers first, no team claimed him, which meant it was OK for Arizona to trade him to the Mets. Other teams, such as LA or Cincinnati could have blocked the trade by claiming him, but apparently they didn't want to have Arizona unload his contract on them, which has happened. Theo Epstein, Brian Cashman, and some of the younger GMs are very aggressive when it comes to blocking these trades.

If a player clears waivers he can be dealt which Sean Green did. If a team had claimed Greene on waivers they might have been stuck with his contract if Arizona decided to let him go for nothing. He has two years left on a huge contract. The rumor is the Mets may be trying to get Moises Alou and David wells the same way.
