He is on the phone when he gets there, and takes all calls while there. He also talks for a long time-ignoring everyone else! This is rude isn't it??

Incredibly rude, whether you are with friends or strangers. Self-absorbed and self-centered.

It definitely can be and usually is.
Sometimes it's not but that's only when it's in a casual setting with closer friends and even then it should only be briefly to say something short like "Hey, I'm busy. I'll call you when I can" or to make sure somethings not wrong at work or with the kids.
