I need to get an emissions test done and do i need to get my speedometer working.

I am a smog tech, and I would notice, but it is not necessary. The machine tells us how fast it wants us to go, and your speedometer has nothing to do with it. The machine has its own speedometer.
However, IF your car is newer than the early to mid ninety's, the computer in your car may notice that the speedometer isn't working and MAY illuminate the Check Engine Light. That will cause your emissions test to fail.
That light must come on when you crank the engine,and it must go out while the engine is running and remain out or the test fails.

There is a very good chance the operator may never notice, but the cop in your rear view mirror will know something strange is going on.

im pretty sure you dont need one, they wont even notice, all they do it roll it into a building and then strap it on to a dyno style machine and stick a reader in the exhaust pipe

Nope. they never drive it anywhere.
If anything they'll put it on a dyno and use it to run the test speeds.
