Take a look at The Writer's Market (almost every public library has a copy in their reference section). It lists the magazines and what their submission guidelines are.
On the internet, if you put in the keywords "magazine guidelines," you'll pull up a lot of magazine's sites with their submission requirements.

There is a publication you can buy called "The Writers Market." It lists every magazine that accepts submissions. It will tell you who to call or write to, the address, and what kind of material they're looking for, and how much they pay. It is the absolute best resource for anyone who wants to write for magazines.

Magazines like That's Life and womens mags usually have a short fiction section where they encourage people to submit stories.

Reader's Digest buys previously published material. Most others buy original material.
