I have a 1994 Jeep Grand Cherokee 4.0 litre. The other day as I was leaving home I heard a noise from the engine compartment and then noticed the A/C or power steering wasn't working. I turned around and went straight home and raised the hood. My serpentine belt was off the pullies and I noticed that the harmonic balancer had eased forward. Can anyone tell me why this happened and how to fix it?

The harmonic balancer has a neoprene insert between the belt groves and bolt part of the balancer. The neoprene deteriorates and the pulley slides off. Replace the balancer.

The harmonic balancer has an outer weight that is pressed onto the hub with a rubber insulator.
After years of oil, heat and torque, many times the outer weight separates from the center, leaving the rubber loose. It doesn't always fall apart, but usually shifts and, just like what happened to yours, the belts come off.
The repair is to take your VIN# to the dealer and replace the balance with a new unit. Should be <$150.00 and should take a Saturday afternoon to replace with no special tools necessary (except the socket to remove the bolt).
While you are at it, replace the belt, even if it is new, because it has been laterally stressed, and will probably not remain on the pulleys.

I would guess that the rubber between the actual balancer and the mounting bolt has more that likely ripped and you will have to replace the balancer

There is a big bolt in the middle of it. That holds it on.
But I have never seen one come loose without help from a human.

Is the bolt loose? There's one bolt in the center. If it came loose that could cause your problem. Put some locktite on it and torque it properly.
