It doesn't. Water is largely incompressible, it occupies the same volume irrespective of pressure.

The average air pressure at sea level is about 14.7 psi, if this pressure falls then low pressure forms and ultimately may turned into a cyclone. But if you experiment this phenomenon in a tube the water will rise in tube with decreasing of air pressure in tube comparing to air pressure on open water surface to maintain the equilibrium.

BUT in a pressure thingy, theres water against air, and water up a tube, when the air pressure is higher outside the tube, the water touching the air is pushed harder than the water touching air in the tube, therefore a net force arrives pushing upwards.
