Our brains aren't fully formed and have much maturation to do. At this age our brains are very plastic and interaction with our environment increases the number of synapses formed. By 4 or 5 we can start to form memories because the complexity increased greatly and much neural hard wiring has been completed. Our brains will beable to form synapes until we get much older.

I remember from at least the age of 2, and maybe a little before. I really wouldn't want to rember my life for the first two years, since my parents neglected me most of the time.

Because that portion of your brain doesn't develop until 3 or 4. I remember moving to our new house when I just turned 4, I can see my aunt standing in her camel colored coat as I type this.

Our brains had not developed to the capacity that we remember such things. The average child does not have their first memory until they are about 3 or 4.

Babies have memories, perhaps because they were reincarnated or because they learned while in the womb.
But that is short term memory and is forgotten when they learn new things from people and their surroundings. The new memories are retained.
