Yeah well im just having quite a bit of problems with basic algebra and such so yeah im not sure how to do this question.

7x - 2y = 10

Ok well i get -2y= 10 - 7x so do you just divide every single one by -2 or what? Yeah i guess..

There is no way to solve that. That is a linear equation. If you want the y = mx + b (to get the equation of the line) then it would be

y = 3.5x + -5 (or y = 3.5x -5)

I believe... don't quote me on that, it's been a while since I took algebra.

To solve for y, you do divide by -2.

When dividing everything by a number, you treat each addition and subtraction unit as its own number to divide. In other words, dividing 4 into x + y gives you x/4 + y/4, but dividing 4 into x * y does not give you x/4 * y/4.

Also remember that if you divide by a negative number, you reverse the sign that you're dividing into. So,
-2y = 10 - 7x gives you
y = -5 + 7/2x

7 x - 2y = 10

7/2x - 2/2y = 10/2

7/2x - y = 5

7/2x -5 = y
