In terms of journalism, because it helps identify the people more specifically.
If your name was James Rey, and they printed "James Rey killed his family and is on the loose," you'd be more pissed than if it said "James Earl Rey."

Less chance of others being mistaken for the serial killer if the full name is used. There are others with the name John Carr, James Rey.

In some terms I guess to strangely say is the theory is when you know ones real full name they have lost power or control, based off of mythology. When mythology terms when a demon is bothering someone and the name is revealed then the demon is powerless.
Also when my mom used to yell my full name... I knew I was in trouble. Using the full name is a form of being there legal full name. What is on their birth certificate and a way to degrade them so they are fully revealed it was them that did the crime not John Doe simply but John Jay Doe.

James Earl Rey was not a serial killer. He only killed one, that was MLK on 4-4-68

My guess is -so as not to confuse an innocent person with the same first & last name . But , it's probably the way the formal charges read in court .
