Teddy is short for Theodore. They are the same person. Perhaps you are thinking of Franklin and Theodore? They were cousins. Although the Theodore side of the family wasn't always fond of the Franklin side.
Teddy came first - he was the rough and tough guy who went to Africa on safari and got the Panama Canal built. Teddy bears were named for him. Franklin came later, and was President for four terms. He was married to Eleanor.

Okay... let's straighten out some confusion. Teddy and Theodore are the same. Teddy lived at Sagamore Hill on Long Island, NY. The teddy bear was coined after a political cartoon showing Roosevelt, an avid outdoors-man, hunting bear and refusing to kill a bear tethered by his host. Mr. Roosevelt got the nick name of "Teddy" while out hunting. A mother Bear was shot leaving a bear cub orphaned. Theodore Roosevelt brought this cub home and cared for it. That is how he got his nick name of Teddy.

Same person, silly. He's also the one we get the "Teddy Bear" from. One time he went hunting (he loved the outdoors), and saw a young bear. He decided not to shoot it, and when a toymaker came out with a stuffed bear about that time, he named in honor of Roosevelt.
