Plumerias usually have a dormant season of december to march in the northern hemisphere. This is when they drop their leaves and just look like dead sticks coming out of the ground.

In Calif they bloom in summer(NOW!). If yours is not blooming it could be too young or not enough sun.

mid-summer it will bloom into a beautiful plant
