i dont kno mayb the first telephone makin co made a mistake and it waz to late to fix and they didnt wnt to pay to make mor so they just said whtever or they did it on purpose to make todayz pplz think bout it u nevr kno lol good luck figuring it out

Because the first one has to be left free for symbols.
