How can I make my light-colored skimpy eyebrows darker and fuller without darkening them professionally or using a brow pencil?

I use a brow shadow. It's much more natural looking than pencil and you can use it to fill in sparse areas. Try to use a shade closest to your natural color. In other words, if you have light colored eyebrows, do NOT get the darkest brow shadow shade.

(Disclaimer: I don't completely agree with the other tips on this site describing where the brow arch is and where the brow should end. If you do a search I'm sure you can find tips on where to pluck on several sites.)

Also, I don't wax. I've had too many bad experiences to let someone touch them.

Like the other chick said, grow your eyebrows out until they're fuller, then pluck off the hairs to shape them, so you know when to stop.

Let the hair grow out. Next time you get them waxed have the lady leave them a a little thick.

actually, eating tacos from Taco Bell will generally make your eyebrow hair come in thicker, something about the sauce the meat is in.
