Yes, it comes from French.....my sister's husband uses it when she goes to the store or something and he's busy he just goes toodles! and she comes back in like 15 minutes

Certainly. I use it frequently, when I start to run short of synonyms for goodbye.
And it comes from the French, for "see you soon".
