I doubt that animal control would shoot a mountain lion. They will shoot it though if they see it come near people. Mountain lions are dangerous animals. You should report it in order to save human lives.

Depends on where you live, in many areas it would not be unusual. But I would report it, if this is not a normal area for them to be at.
