You have to fix your Illinois driver's license first. Even though it is expired....it's still suspended.

Depends if Texas talks to Illinois or not. Get your Texas car insurance card, birth certificate, picture ID not the old drivers license and go by the Texas Department of Public Safety drivers license division. I would recommend reading the drivers hand book take the written test. Then with that "bear" Trooper in the car drivers test I get nervous! You can talk to some one up there find out about if the ticket went to warrant and if Texas and your old home state exchange drivers info. I don't think so but I'm just a auto tech and state emissions inspector. Next state inspection and county court house for license plates too. but you got to have this! Before you get no licence! no insurance! no inspection! ticket you can't pay. Expect a full day for everything and around $200 dollars if you can get insurance on the payment plan or up to $400 for tickets first time you get stopped. and double the next time

Simply put, no. You have to pay off that fine, and get reinstatement papers from Illinois before Texas will allow you to get a liscense with them.
I would check the Illinois DMV website and see if there is an online support function. You maybe able to handle all of this in the mail. Texas is a state that requires liability insurance to recieve a license, so you will have to:
1. Pay the fine in Illinois.
2. Jump through whatever reinstatement hoops they have.
3. Get liability insurcance.
4. Get your license.
5. Maintain liability insurance or the state of Texas will automatically suspend your license when you insurance lapses, and it will happen because the insurance company will let them know.

Yes, you're still obligated to pay the Illinois fines. They'll come back and bite you one way or the other if you don't. As far as a Texas license goes, it's up to Texas if they will let you do what you suggest. Just don't lie; tell them you had an Illinois license but it expired.

You still Have a record, that stays active for 3-5 years. You also have to have a resdence in Texas. If so and you are willing to take the drivrn test as well as the written, you might get away with it. But you have to give previous addresses so if you look good in an orange jump suit for license fraud. Knck yourself out.

My guess is that it is illegal to stop paying on a ticketlike that and that there may be a bench warrent for your arrest in Illinois. You will probably have to clear that up before you get a license anywhere they have access to a computer. Texas has computers. I just happen to know that.

they are all locked in together. Fix the one in IL first.
actually go back to Ill and get another one first.
Not that easy to get one in texas.
Two proofs of Id, birth certificate, social security card, probably your mother and 2 eye witnesses to your birth in the usa.
Most there are illegal and the ID's are false. Proof of Insurance the list is endless.

yeah, i live in texas, i don't think you'll be able to get a license without settling the illinois issue first. but doesn't hurt to ask! :)
