No matter what you use to heat it, the thing you use will be, by definition, a heater. So heating it without a heater is impossible.

Do you mean 100 degrees Fahrenheit, or Celsius. 100 F might be possible without heaters, but 100 Celsius is next to impossible.
It depends on what kind of container it's in what materials you have access to, and how much of it you can afford to lose to evaporation.
600 gallons would fill a large bathtub or perhaps a small jacuzzi tub. The simplest way to heat it up without using a heater, if it's all sitting in a big tank, is to take several medium-sized stones, put them in the oven for a very long time, VERY CAREFULLY remove the stones using tongs or at least thick oven mitts, and drop them in the water. Stone usually has a relatively high specific heat, so it'll be able to store a good deal of heat. Releasing that heat in your water should heat it up a good deal. Repeat the process if the water is not up to temperature, but be sure to dry all the water off the stones before you put them back in the oven. This process can be very dangerous, so be careful. The last thing you want is a big, superheated rock to fall on your foot.
If you don't mind scrapping a few microwaves, you can use those to heat your water. Find a way to deactivate the mechanism that automatically shuts the microwaves off when the door opens. Then take four or five, point them at your tub of water, and let them run for about half an hour. Microwaves give off radiation at the natural frequency of water molecules, causing them to vibrate and thus raising the temperature of the water. Just be sure to hold the microwaves close (but without dropping them in!) and stand behind them, so that you're not exposed to any radiation.

Basically, to reach heat for roman baths, the water was boiled and pressure released the steam, if you can't get a fire under the water, you can heat something and place it in the water.

Light up the BBQ grill and stack every wrought iron pot and skillet you own on the rack.
Put water in the middle pot or pan and set the lid over the top and fan the coals to get them hot and keep them hot.
When the water boils, they are all hot, now immerse them in your 600 gallon water receptacle, hottest pot first, if it is made of plastic, don't let the pot touch the plastic or it will melt.
To maintain the heat, insulate the receptacle, and regulate water with additional hot pots or stones.

well I guess the cheapest way if you want to build it would be kinda flintstone but it would work

it would involve the barbee Q pit a metal pipe and flexible hose to come fro the water source into a electric pump or some kind and out of the pump it would travel to the metal pipe that is in the barbeeQ pit burried in wood or coal as the water passes it will be heated some but it is alway circulating too so in time it will get hotter and hoter or till you douce the pit

If it`s constructed of wood, let`s imediatly rule out building a fire under it. Try finding a small 110 volt water heater, plumb in a low volume circ pump.
